Cardno TBE has been providing ODA services for more than 7 years nationwide. Most inspectors are former state ODA Department of Transportation (DOT) employees with an average of 10 years ODA experience. Our project manager has over 17 years administrative experience in regulation of billboards and junkyards. Collectively, the ODA Team has more than 100 years of experience in billboard regulation. This experience far exceeds any other firm providing similar services.

When it comes to identifying conforming, non-conforming and illegal outdoor advertising (ODA) signage, Cardno TBE’s inspectors are the pros. We cover 23,000 sign structures along 32,500 miles of interstate and state/national highways. Using their vast experience with the ODA data system, our inspectors confirm permit status of ODA signs, location and size by using laptop computers, Global Positioning System (GPS) equipment, digital cameras, straight-line diagrams and state-of-the-art
electronic measuring devices.

GIS Asset Management
Cardno TBE has a solid core of managers, programmers, analysts, trainers and technicians who have worked together for more than 15 years on GIS Management, Support Services and Applications Development projects. This GIS Group consists of 11 staff members who build desktop and Web-based applications using ESRI’s ArcMAP, ArcSDE, ArcGIS Server, or ArcPAD using ORACLE and MS SQL to complement infrastructure asset management software, inventorying or geodatabase development / maintenance processes.
With these applications, our staff is able to collect billboard data and then integrate, edit, analyze and organize it to provide you with a complete up-to-date inventory. This inventory can be managed and formatted to match your databases. This process will save you time in assessing your inventory databases and readily identify shortcomings in your current ODA requirements.

Cardno TBE has ESRI-certified staff that can create a non-proprietary inventory database for your organization. The GIS / GPS inventory deliverables include:
