Cardno TBE Promotes Nevada Branch Manager and Sr. Project Manager

April 12, 2011, Las Vegas – Cardno TBE, a full-service civil/environmental engineering and consulting firm located in Las Vegas, Nevada, announced the promotion of Vincent Reger, Branch Manager, to Assistant Vice President for the Western Region, and Rick Torrens, Senior Project Manager, to Assistant Director, Subsurface Utility Engineering.

Mr. Reger oversees Cardno TBE's subsurface utility engineering and professional utility coordination projects throughout the Western Region. Mr. Reger has over 25 years of experience in utilities, bridge/roadway construction and site development. He also has nine years of experience as project manager for a large international commercial/residential development firm. Mr. Reger is a licensed contractor in Nevada, New Mexico, Arizona, Utah, and California. He is a member of the American Public Works Association (APWA), American Society of Civil Engineers (ASCE), Society of American Military Engineers (SAME), National Utility Contractors Association (NUCA), and the Nevada Regional Common Ground Alliance (NRCGA). Mr. Reger also has helped to promote and educate numerous departments of transportation, cities and counties across the country regarding the value of subsurface utility engineering services, and he has managed subsurface utility engineering projects with over 200 independent engineering/consulting firms, contractors and utility companies.

As Assistant Director and Senior Project Manager, Mr. Torrens is responsible for managing Cardno TBE's subsurface utility engineering and professional utility coordination projects throughout Nevada and assisting with large projects that need his extensive technical experience throughout the nation. Mr. Torrens has extensive experience locating utilities by means of geophysical prospecting and vacuum excavation. Since joining Cardno TBE in 1993, Mr. Torrens has successfully managed and directed utility projects with DOTs, utility companies and independent consulting firms throughout the country. He is ATSSA Registered with the American Traffic Safety Services Association; certified for Nevada DOT Flagging; and completed training for Union Pacific Railroad Contractor Safety, Utah DOT Traffic Control, and OSHA Confined Space. Mr. Torrens is a member of APWA, ASCE, SAME, NUCA, and Nevada Regional Common Ground Alliance.
