Cardno TBE's Scott Named to Transportation Research Board
May 10, 2011, Clearwater, FL & Dumfries, VA--C. Paul Scott, National Utilities Liaison for Cardno TBE, has been appointed Chairman of the Transportation Research Board of the National Academies (TRB), Committee on Utilities for a three-year term beginning in April 2011. TRB is a division of the National Research Council (NRC), a private, nonprofit institution that provides expertise in science and technology to the government, the public, and the scientific and engineering communities. The NRC is jointly administered by the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine.
Scott, a Dumfries, VA resident, has more than 40 years of experience in the transportation and utilities industry, including his role as Cardno TBE's National Utilities Liaison since 2003. Previously, Scott worked for more than 30 years in various positions for the Federal Highway Administration (FHWA). His responsibilities included highway safety, Federal-aid procedures, national-level utilities policy and regulations, and the development of industry-related training programs. Scott served on the American Society of Civil Engineers (ASCE) task force that developed the standard guideline for the collection and depiction of existing subsurface utility data, the American Association of Street and Highway Transportation Officials (AASHTO) task force that developed utilities guidelines and best practices; and the FHWA/AASHTO scan team that visited Europe in 2000 to observe international utility operations.
In 2007, Mr. Scott won FHWA's Excellence in Utility Relocation and Accommodation Award under Category Five – Outstanding Individual Contributions. This award recognized Mr. Scott for his leadership, significant contributions, technical expertise, and commitment to continuously foster innovation and advance utility accommodation and relation practices within the United States and internationally.
